  1. Laws are the tools of the powerful. Nazi Germany had laws. Every tin pot dictatorship had laws. Even Genghis Khan's empire had laws. Leasehold was bought into English law by William the Conqueror to claimed all land for himself, and then leased it out to his barons, who in turn leased out land to tenants. It was a wealth extraction scheme from the poor to the rich, and it still is, even though it's still legal. So your answer doesn't stand up to scrutiny.
