  1. Sorry, but competency includes the ability to understand what information they are given. Liz Truss was a PPE graduate from Oxford, a Chartered Accountant and had advice, assistance, and encouragement from the Tufton Street think tanks, yet her ego undermined all that. I think as well as passing an exam, prospective candidates should be vetted and psychologically profiled, and checked for their communication and comprehension skills. Bad listeners need not apply. Liz Truss is an outlier, but she is also a warning about how our checks and balances are inadequate in this day and age.
