  2. Sorry Professor but Memoranda of Understanding has no standing in International Law. It is a memo of intent, but is not equivalent to a treaty. Also, the "deal" doesn't stand up to objective examination, because Ukraine critical mineral resources are unverified, and critical minerals are by products of existing mining operations, which in Ukraine are not yet in existence. This piece of paper was a publicity stunt for Trump, which Zelensky did not mind playing along with as long as he got his security guarantees. No security guarantees means anything else is pointless. So we shall see if Trump surprises us by doing the morally correct thing.
