I think you are conflation Post Office Limited with Royal Mail. The Post Office was kept in public ownership when Royal Mail was privatised. So the owners of the Post Office is the British public.

Horizon is a computerised Point of Sale system, and the postmaster and counter staff charged were accused of taking money out of the tills, and swiping customers debit cards to defraud customers. Basically Post Office management believed the computer record, and not the accused, even when they had to deal with repeated complaints from subpostmasters/counter staff that Horizon was buggy. It wasn't until external auditors definitively discovered Known Error Logs (KELs) kept by Fujitsu, that they began to accept that Horizon was unreliable. Unfortunately, they decided to cover it up, and insist Horizon was working. And with the legal powers invested in the Post Office by Statute and Contract, subpostmasterswere were liable for shortfalls, and the Post Office could prosecute those who wouldn't play along. There wasn't any cash involved except what the Post Office expropriated from the subpostmasters. It was just computer ledgers with wrong entries created by bad programming.
