Not really. Mobile phone detonation of some plastic explosive is old hat, and quite easy to rig with a little electronics knowledge. Ukraine managed a nuclear arsenal, explosive materiel, and nuclear reactors after the fall of the USSR. And you think they couldn't find people who knew how to rig a mobile phone bomb? Or not get some plastic explosive? What you don't want even consider is that Russia trained them too well, and that they knew enough to build their own network of assassins and saboteurs, and had enough creativity to devise armanents from commercial products, most that were made on China. Never underestimate one's opponent in a life or death struggle. People get dangerous when they're backed into a corner.

So the Russians are using those prohibited munitions but aren't guilty of warc crimes? The dead general was a general in an army invading someone else's sovereign territory. And allegedly was responsible for using chemical weapons.

Russia has satellites, but they can't identify them some how. So they talk, but never have the receipts. So, it's very unlikely to be true. We know Russia has a chemical program, because they used those products to assassinate their enemies, but they don't like to talk about that, do they?

They're not fans, they're bots, which Google are belatedly trying to prevent even more bots turning You Tube comment sections into slurry pits, by asking new accounts for "verification".
