I don't think he's talking about people of Han origin who were born and raised in other countries, because those people are not Chinese, they are Americans, or Europeans, of South Americans etc. 'Chinese' are people born and raised in China. The people that lie, cheat, steal, scam, eat dogs, sh!t in the street etc.
