@MrKentaroMotoPI That's the case with R22 which hasn't been installed in over a decade. Modern "Cold climate" certified heat pumps produce 70% of their rated output at 5F outdoor temp without aux heat.

@mikearchibald744 I don't know about Canada but this is not the case everywhere. Here in Massachusetts a "whole home" rebate requires removal (or disablement) of an existing system. If you keep the existing system you are only eligible for a smaller "partial-home" rebate.

@mikearchibald744 A carbon tax definitely would be a better way to do it. A slightly related annoyance is that we don't even have the option for time of use electric rates. TOU would give consumers an incentive to manage demand load instead of putting all the burden on the grid.

@planesandbikes7353 If you have a decent carbon tax it doesn't make too much sense to require complete removal of the old system. In Massachusetts one of the rebate requirements if gas is still in place is that the thermostat automatically switches from HP to conventional when needed. I think this is a good move, it means you aren't left juggling different thermostats.

@lizelleswanepoel116 Insulation costs are irrelevant because all heating systems benefit from better insulation. If you don't want to insulate you can just use a larger heat pump. In terms of noise, they're no noisier than regular air conditioners.
