1. It depends on your school's policies, and I'm sure there are exceptions for purpose built kiosks.

@MegaLokopo I agree that shifting energy use from dirty peakers to clean base generators would have much more of a positive effect. IMO the best way to do this is time of use rates but if you suggest that people will complain.

@josearmandosalgueiro7907 I'm pretty sure MS didn't force them to remove S3 sleep. They may have forced them to implement "Connected Standby" but removing S3 is definitely the manufacturer's choice.

@jan237 It's been the default option on Windows since Vista so 2006, far from forever. XP not sleeping by default, and remaining the dominant Windows version for a long time, was estimated to waste something like $100b of energy (I forget the number)

Well yeah, but not everybody knows that suspend or sleep mode is a low-power mode.

Modern software has power management inhibit hooks so if implemented properly the things you describe aren't an issue.

Ah yes, I love the days before state imposed regulations, back when the neighborhood kids would go swimming in the river and come out a different color depending on what the factories were making that day. Regulations often increase the direct cost but good regulations lower the overall cost.

Sleep works 100% of the time for me on Mint. The only Linux system I have where sleep doesn't work properly (or more accurately resume doesn't work properly) is one where I crossgraded from Ubuntu to Debian so it gets a free pass for weird software issues.

Even if my laptop idled at only 4W it would die overnight if it became unplugged when powered on. I use suspend instead of poweroff and I suspect this is the norm. Even if bootup were 100% instant it would be a disruption unless everything came up exactly how I left it.

I'm pretty sure the wording specifically used the word "may". That cleanly covers the fact that it doesn't affect consumption when active. And while it is obvious if you think about it that sleep mode saves power I'd suspect surprising number of people aren't thinking about it.

Wasn't the language "may result in higher energy consumption?" May vs Will makes a big difference.

If you're installing enough systems for that to be a concern you should be using unattended setup files to save much more time. More importantly, AFAIK the only thing that changed is the time and warning message. If it wasn't a problem at 20 minutes it's probably not going to be a problem at 15 minutes.

All regulations is too far, but it's reasonable for them to know and understand the regulations in the area they're working in.
