  2. As a resident of Massachusetts I have a backflow prevention device on the water heater. There's no expansion tank, as you suggested would be a terrible idea, yet nothing bad has happened. I haven't noticed any puddles under the TPR valve under normal operation.

  3.  @shawnbottom4769  What water drain? I don't have a floor drain. I also think I was mistaken. The device installed before the water heater does not appear to be a backflow prevention device but something else, maybe a vacuum break device. It appears to be wired in parallel with the tank rather than in series.
