@cloksin Uh, my closest Home Depot currently has 46 10packs of non tamper resistant 15a receptacles in stock. Tamper resistant outlets aren't required everywhere, only in homes and certain places which are likely to have children. Even then you don't need tamper resistant outlets if they are more than 5 and a half feet off the floor. If you're installing an outlet high up (such as for a garage door opener) or at a business you don't need the shutters.

@heatshield There are US outlets with switches. Some examples are the Leviton T5225 and T5625 although these appear to only have 15a switches so would not be suitable for 20a kitchen circuits. You'd also need to keep in mind code rules for outlet quantity and spacing as well as GFCI.
