The V-Chip is the same thing. The ratings data is encoded in the same line 21 data stream as the captioning data.

Capture devices often encode the caption data in a separate stream, or at least old-school DV ones do.

I am fairly certain that this device does not selectively censor the data sent on line 21 in the video output. My first guess is that it doesn't alter the data at all, meaning a TV's built-in caption decoder will reveal the original words. With a bit more circuitry they could strip the entire line. I suppose it's possible that they strip the data and then regenerate it but I find this unlikely.
