  1. The National Incident Management System includes very generalized and flexible protocols that firefighters train with. The NIMS commander and others with relevant delegated authority (just about any rescuer with good judgment) would be authorized AND ENCOURAGED to make use of available resources, including volunteer pilots with their own helicopter. This seems to be a major failure involving horrible attitude taking priority of responsible, sound judgment. I hope it didn't lead to any preventable deaths, injury, suffering property loss or damage, or financial loss.
