  1. It's hard to prove false accusations as willfully false, particularly above and beyond a situation of "nothing happened". If you have proof, then certainly.

  3. I was falsely accused, had my life ruined, and suffer from the effects today from accusations against me by the police after I filed a legitimate report of a crime. So, I know how it is to be the unbelieved victim AND I know what it is like to be falsely accused. (And trust me, the federal gov't is terrifyingly powerful.) Both positions SUCK and both happened to me simultaneously. What hurt me more was the government's false accusations. Being a victim of a criminal I can understand. Being a victim of persistent persecution by the country I love and served - unimaginable.
