  2.  @MrRichMurphy  - "Refuses"? ALL news is selectively presented. You need to give a news organization a compelling reason to show your preferred videos over something else.

  3.  @MrRichMurphy  - I wondered about possible artifacts, processing issues, etc, but I was also wondering if it might be an actual glowing sign. If someone built a battery-powered sign, the camera person would almost certainly choose to include it in the video. If it were a battery-powered sign, it could be a digital sign that included moving letters to get attention. One does see that on internet ads. Still, I suspect it's an artifact of some sort.
