The War on Drugs and other efforts to stop illegal sales will never succeed unless (1) the state is always doing complete surveillance everywhere [which is bad] or (2) illegal drugs are so cheap they are a commodity, not a high-profit sales channel worthy of risking prison sentences or death. Those prices won't come down until demand is reduced through much more effective and affordable treatment of addiction and decriminalization of drug use/possessing small amounts.
