  3.  @naghamhatem9813  You stated in your comment that the responsibility for Palestinians "will always fall upon Israel." An independent nation state bears the responsibility for its citizens. The Government of France is not responsible for the citizens of Mexico. The government of Japan are not responsible for the citizens of Argentina.
