  2. No, it's definitely a war. It's just a war that one side is losing badly. In most wars, the losing side eventually realizes they have lost and capitulates. In this case, the international community has refused to let Israel win decisively for so long, they have steeled the will of the aggressor. Hamas knows that all it has to do is maximize the suffering of Palestinians and wait for the world to demand that Israel stop. The world's catering to Palestinians for 75 years has incentivized maximizing Palestinian suffering.
