  3.  @davereynolds3403  Originally, UNWRA was established to handle both Muslim AND Jewish refugees of the conflict. After Israel declared independence, it welcomed all Jews and told the UN that its people were no longer refugees. The neighboring Arab states that had started the war against Israel after independence refused to accept Palestinians as their own citizens (despite Egypt occupying Gaza and Jordon occupying the West Bank). They have used the "refugee" status of Palestinians as a political tool ever since. Also, because UNWRA provides the basic social services like education and healthcare, the Palestinian people are disincentivized from demanding that their government provide them with actual services.
