  1. The cold walls will force freezing of the water vapor very quickly and there is a huge surface area to freeze on to. The vacuum pump flow rate at that pressure is probably relatively small. If you had a very high capacity turbopump rated for ultra-high vacuum and a chamber that supported it, there would be much less freezing on the walls. For reference, the lab I work in typically operates around 1E-6 millitorr which is something like 2E-10 psi.
