  1. There is no US base in Azerbaijan but there were negotiations for opening one for a long time so it is possible that Pentagon funded some construction. Also not all bases are same from soldier numbers to even their legal status. For example Japan has very limited authorisation on US bases in Japan, in fact Japan even has to pay millions of dollars every year for having US bases which are ''protecting'' their country!! While for example US doesn't actually have a single base in Turkey rather they all are Turkish bases rented to US with severe restrictions that US needs Turkey's permission for literally every single activity including civilian ones not only military, for example US officials can't even visit bases without Turkey's permission!! And it is one of main reasons why Turkey and US relations are bad as US wants unrestricted access while Turkey is like nah...
