  2. Few questions. Is it the law if it's never enforced? How is it wrong if it's the only way it's taught (and in turn what everyone expects)? Why is there a constant need passing? I would think that (left to right) passing-middle/cruising-getting on/getting off makes the most sense, but what do I know since the purpose of passing or why a fast lane needs to exists when there's a set max speed (that everyone's already going faster than) eludes me.
