If Trump wanted to help he ought to pay all the cities what he owes them for his rallies and press conferences. He still owes money all over the country for 2016 rallies. He won't pay, he only TAKES money from citizens. Some places are still trying to collect for expenses from 9 years ago! He is a total Con Man!
