  1. Empires practiced "apartheid" whereever they turned up. Apart = seperate = divide. It's "divide and rule". It's ALWAYS divide and rule if governments defend wrongs against the wishes of most of its inhabitants. For the "dividers", the resulting division is always good. They can rule over the fear, the discord, the "finger pointers", and the "pointed at" alike. The "winners"? The "dividers": politicians, the "top 10% income earners, and so-called "freeriders" who prosper off societies without contributing much in return. It's how "divide and rule" works...
