That Germany was "allowed" to rearm during the 1930's (or "closing an eye to Hitler re-arming") was an effect of a policy dictated to the continent by London, and put into effect, yet again, at Versailles: Balance of Power.
So the later Germany/Hitler re-arming and standing up to rising communism suited the lords in London just fine...

[Note, the term "power" encompasses a wide range of qualities from population growth, level of education (including scientists, mechanics, and engineers), scientific advances, level of industrialisation, urbanisation/i.e. advanced society, infrastructure projects, increased GDP, and yes...soldiers, tanks, guns, airplanes...]
As the SU grew, so did Germany.
