  7. Simple answer? Making weed illegal actually gives the cops a tool to selectively enforce incarceration. Even though use of weed is almost equally common among whites and blacks, blacks are 3 times more likely to be picked up and thrown into the slammer. Meanwhile predominantly "white" drug opiod users get cosy rehab treatment....
