  1. Russia still hasn't figured out how to do the catapults, hence the ski jump takeoff ramp on the Kuznetzov. Because of g-loading induced during the use of said ramp, jets must take off with about 1/3 of the total loadout that they could otherwise carry if launched from land. That unreliable hulk is at best a liability for them.

  2. That stage comes after every other nation in the western hemisphere refuses to let us drop off unvetted people in their territories. Some of those people may be legit US citizens needing a ride home.
