Putin seemed to think that if Russia were to simply withdraw from all nuclear weapons treaties, it would be of enormous benefit to Russia but not to the other players, not even the ones who spend 20x more on their military development. As if the country that intelligent people flee constantly is even remotely on the same footing as the country that everyone tries to move to.
