  2. The problem stems from the way Russians don't feel there's any security unless they've occupied their neighboring nations and fortified the outside borders of /those/ nations too. Kind of like how they can't understand the concept of friendly cooperation between peers, as in, having good relations with your nearest neighbors and agreeing where the border is. They are all sticks, no carrots.
