I'm sorry to say this (exploration romanticism notwithstanding) but we lack the abilities to put a self-sustaining base even on Antarctica, where the air has oxygen & water & correct pressure, where abundant water is nearby, where we are protected from harsh radiation and smaller meteor strikes, and where per-tonne transit to the mainland is much much much cheaper than to the moon. Send robots instead.
