A president must appoint around 4K positions, and about a quarter of those require Senate confirmation. Trump left many posts empty, or simply decided he could phone foreign leaders himself and skip the trouble of having diplomats. Ukraine was one of the consequences of that dumb idea. The simmering troubles between Japan and S Korea are another. The loss of America's soft diplomatic power is another, as is the expansion of China's reach through regional trade alliances.
