Ask yourself this: What might a corrupt governance do under the guise of fighting an epidemic? Quarantine unwanted persons (translation: put them in camps surrounded by barbed wire). Detain anyone on any excuse. Claim that refugees could be carrying disease, and have them shot if they try to cross the border. Using the Patriot Acts, suspend congress because of an emergency.
