If you use your brain - Remain told everyone voting Leave was the 'high-risk' option - of those in two-minds on sovereignty (perhaps 10 - 20 million voters) a much higher percentage would have opted for status quo 'safe-option'. Leave voters would have been more up for paying the higher cost of independence. This logically means of those in two-minds many more 'safe-option' Remain voters will have changed their mind than vice versa... Simples!

@dman7516 In simple terms, 'Sovereignty' means the people of the United Kingdom possess the power which drives what the people and United Kingdom does by United Kingdom law. This is facilitated via democracy, whereby the people's power is conditionally bestowed on MPs, who then govern by majority of MPs in the House of Commons. At mandated parliamentary elections this power is returned whole to the people. No Monarch, individual person, MP, group of persons or group of MPs can hold power greater than the people and thus, cannot diminish or misuse the people's power in any way.
