  1. The law only allows you to strike first if you have reason to believe you (or another) are about to be attacked and injured or otherwise placed in harm. There is no legal defence for attacking a non threatening person who has both hands in their pockets and is looking the other way.

  2.  @pipereed1  Yes, what you have said is correct; in some US states you are permitted to 'stand your ground' but in the UK you are expected to retreat if possible to do so. It all depends on the circumstances, but to strike first you always must show (prove beyond reasonable doubt) it was reasonable for you to believe that, you (or another) were in danger and the force you used was reasonable.
