My view is that a political prisoner is a person incarcerated, when it appears the real reason is that person is claimed to have peacefully opposed a political regime. However, there are reasons why the seriousness of political dissent can change. Russia is in a state of war over territories where distinction between loyalties is not easily determined. During WW2 the UK had internment camps where thousands of people were imprisoned, because it was believed they 'might' be sympathetic to UK's enemies.
