This power can be one person who is by definition a 'dictator' or this power can be the people living on the land which are by definition a 'demos'. But what happens when the demos fractures and will not agree on nationhood? In the UK we have chosen to deal with this problem by partition; to peacefully separate the demos, land and sovereignty.
