I know it seems harsh, but the authorities do have a duty to intervene and remove fire hazard. People can only make choices up to a point the result becomes a danger to themselves and others. A residential property poorly packed with combustible material is simply not safe for the occupant, neighbours or firefighters expected to go inside. Personally, I think it's better the entire hoard is removed without the hoarder's involvement and quickly sorted by others, The best clothes, important documents and things of obvious normal requirement and sentimental/monetary value returned the residence asap. The hoarder could have 7 days to provide a list of what they want from the residual hoard and a satisfactory reason why they want it. Allowing the hoarder to see items they had forgotten about just opens huge can of worms for them. I know people say 'it's like losing a limb' - there are times when a person must lose a limb in order to live. The recovery from devastation caused by losing a hoard is probably two cups of tea and a packet of chocolate digestives.
