Of course they fill a gap left by the government,, the governments of all these places ignore the people, if not outright kill them off. All of these so-called religious, Islamic, governments do nothing for their people because the government and religions are corrupt and use force, religious or physical to intimidate and control people. But the thugs are just a new form of government. They people will never get the hang of democracy. The best solution is just to aim them at each other and let them kill each other off.
