One would think that cities should be circles, it seems organic and simple. But as you say, it is not, or it depends on some complicated variety of the circles that is easily altered. I like the Saudi Arabia idea of the Line. Depending on how it is implemented, and the intitial pictures I've seem of it don't seem very impressive. The virtue of the line is that it is easily traversed so that it brings nature closer. A city is a massive clot in the face of nature. There appears to be much fascinating potiential in a line. Transportation as fast as possible would easily attainable and utlities and resource distribtution. The circle is outdated for sure.
