What's going on is that Conservative all over the world are purposefully wrecking social programs to replace it with a dog-eat-dog system where the rich and powerful pick-up and impose a eugenics programs of killing off people they don't like, and social programs work against that. Read Edwin Black's book about eugenics ... and it was not in Nazi Germany, it began in the US getting rid of low intelligent people, minorities ... and it just seems to me like this is back now, but on the down low, hush-hush.
