Sadly Putin took the bait and how he is the worst person in the world, despite the fact that keeping score America and the West have murdered far more innocent people and interfered far more in the workings of other countries. Seems like America is gambling with the survival of the world, like we are with global warming, the leaders in the West are completely toxic and treat their own people just slightly better than their foreign victims.

It seems clear that Putin does not care and did not make an error about how the Ukrainian people would react ... because right from the beginning he was blowing up civilian infrastructure, apartment complexes, etc, and killing civilians. How would he expect the Ukrainians to react if he was killing them - therefore he calculated that all, and is punishing them and terrorizing them.
