  1. Uh, I think this is just a cognitive thing. The issue of the mentally ill, covering all mental illness is too broad and complicated. So, many people just pivot and perceive the problem as, if someone does something, or looks dangerous they are mentally ill, by definition. Other people who are normal or at least don't stand out so much are ignored. This is a little like racism, there is dangerous racism, like people bombing churches and the like, and there is just racial behavior, a race joke, or off-color remark or even an insult that may bother and hurt people's feelings but are not really racism in the way it was historically defined in America - slavery, KK, discrimination, segregation, etc. The bottom line is that the people who have to pay for this all, the rich and the corporations do not want their money taken to do anything about it because it does not affect them, so nothing happens and the waters are muddied.
