  1. We had a bunch of hooligans on ATVs terrorizing traffic, running red lights doing tricks running cars off the road while the police car just sat and watched. We approached the police cruiser and asked why aren't you doing anything, the response was; call the governor, we have orders not to pursue, just take down plates when we can.
