Misleading headline! - If the 3 Gorges reservoir did not contain water to drain, then it would be empty. Instead, its level always stayed above 145 m! But even below 145m water level, a slightly reduced power generation with a lower water level would be possible!

Anyone who has already dealt a little with the generation of electricity by hydroelectric turbines knows that these turbines can continue to generate electricity even with a lower operating pressure (i.e. a lower water level than the 145m mentioned in the report). The lower water level only slightly reduces the generator's maximum available power output.
