  1.  @jeremyelliott9831  In my opinion, the real problem is their superiors, who know this behavior and have generally tolerated it since long time. - The sorting process for the representatives of our delegated powers with far-reaching influences and consequences should be significantly improved! So let's formulate a common political goal: All representatives with delegated public power should be systematically empowered and, if necessary, recalled (level-deposted): in parties, governments, police, courts, media, banks, infrastructure, health care system - also in church and military. We know the people in the direct (professional) environment best. In order to promote socially engaged people and demote charlatans and hypocrites, we need TRIPLE ASSESSMENT by SUPERIORS and PEERS and SUBORDINATES, effective for the professional development of all public servants, both upward and downward - everywhere and regularly! The current global, predominantly exclusive top-down selection and empowerment processes are good for nothing but breeding boss-kissers with hidden selfish and generally anti-social behavior. Hypocritical collaborators !

  2.  @katthefantastic  Probably both, but just compare the "invested" school lessons in gory history with "real parental guidance from those families" such as watching and discussing a movie together, or after-dinner chatting about a "media topic of the day." Spending time together at the lake or in the garden with friends and having a barbecue where they only talk about "nonsense" is not the same... Many people today particularly lack anger management because they simply never learned fair interpersonal negotiations!

Especially after the perpetrator was already lying wounded on the ground. The "defender" could have secured the "friend" and the situation with his weapon. At least that is what I would have suggested in this case. The subconscious (internalized) reaction pattern of the "defender" seems to be very strongly programmed for personal revenge... Throwing the toy gun against the wall and his "escape" at least prove that he regretted the manslaughter immediately after the incident.
