The second half of my previous comment statet: -"if necessary under a UN peacekeeping mission !" There have been violent struggles in Donbas and Luhansk since 2014 ! The whole world community just watched for years and did nothing to protect the citizens living in the disputed regions, just like now again at the latest UNGA. Only Barbasos and Pakistan raised their voices to make a similar proposal like my suggestion: The rules of the UN Security Council and its quorum could and should urgently be modernized to current global needs! Especially: Abolition of the right of veto for cross-border aggressors (Russia) and reduction of the yes quorum for peacekeeping missions to a 2/3 majority. After all, all UN Security Council states have already armies that could be sent within a frame of a short-term UN coordinated task force to ensure FAIR referendums in disputed areas (eg: Donbas and Luhansk, Jammu and Kashmir, Tibet and Xinjiang, raided and occupied Palestine).
