The systematic approach I have already proposed several times (also to achieve the goals of your topics) is the TRIPLE ASSESSMENT. Do you really think taxes are a suitable instrument?!? Then please explain how you think your proposed procedure should work!

@annabellelee4535 I don't recognize too much benefit in replying to the content of your comment (which was addressed directly to me about 5 minutes ago) if it is not visible to all panelists. This kind of "off-screen communication" had already been tried out by the somewhat old-fashioned East German Stasi... and delivered rather disappointing results from a general perspective of the state, right?

Nevertheless I am still waiting for your proposal of a systematic improvement tool of a atate's governance system. Or do you still consider the Russian oligarch-dictatorship the best possible environment for a sustainable development ?!? According to my opinion, the Russian administration is wasting the ressources of their people just like the Arabs do...
