  5.  @tweedy4sg  I suspect something similar: The IATA circular probably reads like this: "Possession of a Chinese passport and an Indian visa is not sufficient. Students are also required to wear all the signs of the new Covid religion prominently." (Mask instead of Muslim Hijab, mobile app instead of Hindu scarf and vaccination certificate instead of Christian cross...)
