If there is an "ancient region" where people want to separate themselves from the "motherland" (or the occupier), then free elections should make that possible and (at least partially) enable separation and independence. The "governing country" will on the long term not be able to lead this group of people without violence under the neglected and long outdated regulations anyway... Many regions have published a demand for more independence [ Western Sahara, Tibet, Pyrenees, (Bavaria, Saxony ;) ... ] But a possible (at least partial) separation should be driven by the desire of an (ethnic/historical regional-language) majority to be polled in an independent standardised electoral process, and not driven by extremists... (e.g. ballots in a local language like Basque, Cherokee, Tibetan, Swabian, Saxon...etc. ;)
