The regulations of the UN Security Council and its quorum can and must be urgently adapted to current global needs!
Abolish the veto right for all cross-border aggressors and lower the yes-quorum for sending a peacekeeping mission to a 2/3 majority. Not only UN Security Council states already have armies that could be deployed as part of a short-term UN-coordinated task force for fair referendums (plebiscites) in disputed crisis areas such as: Kurdistan (Northern Syria, Western Iran), DR Congo, Eastern Ukraine, Jammu and Kashmir, Nagorno-Karabakh (Central Armenia & Azerbaijan), Western China (Tibet and Xinjiang), Palestine, Southern Morocco (Western Sahara)...
In addition to a choice between two or more competing states, fair referendums in a disputed region must, of course, also offer the possibility of fully self-determined sovereignty. (A state transition such as that from Yugoslavia to Slovenia, Croatia, Serbia.... - or from Czechoslovakia to the Czech Republic and Slovakia).
Do we actually only admire those "representatives of the people" whose administration favors bloody conflicts? As soon as people again honor good proposals of individuals for fair settlement of disputes (and compare, discuss and select corresponding improved regulations), we will be able to climb the next rung on the evolutionary ladder.

@carlj.r2498 In the current pyramid-like power structures, attacks caused by fear or/and corruption can be carried out easily and cheaply, since currently only the top figure has to be attacked or manipulated.
In a complex, better-balanced system, the ideological mood within the organs with delegated power only shifts completely when the majority opts for a temptingly corrupt or fear-driven existence.
However, in such a dictatorship, all meaningful further development then ends automatically, since the members of society clearly notice that individual performance is only rewarded extremely unfairly. Then the systematic and sustained decay of this existing civilization begins (see Incas, Egyptians, Babylonians, Romans...).
Those who want to have an improvement, they should invest voluntarily and in good time in a good idea!
Ignorant people can always be seduced, be it with boobs or money... Relevant education might help to keep the scales of reason in balance ;) :)

Above all, it is always unregulated and unsanctioned power that deceives empowered leaders to delusions of grandeur. Once people are aware that if they behave anti-socially, they will be removed from their positions of power, then this has a direct impact on their decisions. Therefore, I have long preached my demand for TRIPLE ASSESSMENT as a suitable tool for systematic and regular empowerment and sanctioning. Supervisors to select qualifications - colleagues to assess social skills - subordinates to evaluate the consequences of decisions by experience.
The sorting process for the representatives of our delegated powers with far-reaching influences and consequences should be significantly improved!
So let's formulate a common political goal:
All representatives with delegated public power should be systematically empowered and, if necessary, recalled (level-deposted): in parties, governments, police, courts, media, banks, infrastructure, health care system - also in church and military, regardless of the current form of government (democracy, republic, constitutional monarchy, kingdom, dictatorship).
We know the people in the direct (professional) environment best. In order to promote socially engaged people and demote charlatans and hypocrites, we need TRIPLE ASSESSMENT by SUPERIORS and PEERS and SUBORDINATES, effective for the professional development of all public servants, both upward and downward - everywhere and regularly!
The current global, predominantly exclusive top-down selection and empowerment processes are good for nothing but breeding boss-kissers with hidden selfish and generally anti-social behavior. Hypocritical collaborators !
