Reduce the strain means make as much money from you when it doesn't cost them as much to generate power, right now they have to spend more to generate power, so they don't profit much. That's why they do rolling blackouts, it's more cost effective to shut off power, and sell to the neighborhoods that they profit the most from. If the system was really straining, they would shut off power in the entire city except hospitals and other essential businesses.
